How the Cut works
  1. A coin trades. Its vault splits the fee on chain and sends 5% to the Cut, in ETH.
  2. Every 12 hours the keeper snapshots $PLEBS holders worth $20 or more.
  3. ETH lands in wallets, split by how much $PLEBS each holds. Locked supply (the curve, the pool, the protocol's own contracts) is left out.

$PLEBS price used for the minimum: $0.00000499, a median of recent samples so one trade cannot move it. Last round never. 0 ETH received in total.
